This third phase follows an initial consultative trip, where the CLDP advisors will return to assist NTRA with preparing draft set of telecom dispute resolution procedures, and ultimately to review the final draft and provide recommendations for the succesful implementation of the new dispute resolution procedures.

The exchanges during the workshop resulted in the development of road map of key issues that need to be addressed for universal services to become reality in Algeria. The merger of the telecommunications markets will pose regulatory challenges as well as cultural change in the way people look at the use of telecommunications.

The exchanges also led to the creation of an Algerian Telecommunications Working Group composed of public sector officials and private sector professionals from Algeria with thorough understanding of how to develop and implement effective telecommunications regulations and laws.
